Body of India rape victim cremated in New Delhi

NEW DELHI (Reuters) - The body of a woman, whose gang rape provoked protests and rare national debate about violence against women in India, arrived back in New Delhi on Sunday and was cremated at a private ceremony.

Scuffles broke out in central Delhi between police and protesters who say the government is doing too little to protect women. But the 2,000-strong rally was confined to a single area, unlike last week when protests raged up throughout the capital.

Riot police manned barricades along streets leading to India Gate war memorial - a focal point for demonstrators - and, at another gathering point - the centuries-old Jantar Mantar - protesters held banners reading "We want justice!" and "Capital punishment".

Most sex crimes in India go unreported, many offenders go unpunished, and the wheels of justice turn slowly, according to social activists, who say that successive governments have done little to ensure the safety of women.

The unidentified 23-year-old victim of the December 16 gang rape died of her injuries on Saturday, prompting promises of action from a government that has struggled to respond to public outrage.

The medical student had suffered brain injuries and massive internal injuries in the attack and died in hospital in Singapore where she had been taken for treatment.

She and a male friend had been returning home from the cinema, media reports say, when six men on a bus beat them with metal rods and repeatedly raped the woman. The friend survived.

New Delhi has the highest number of sex crimes among India's major cities, with a rape reported on average every 18 hours, police figures show. Reported rape cases rose by nearly 17 percent between 2007 and 2011, according to government data.

Six suspects were charged with murder after her death and face the death penalty if convicted.

In Kolkata, one of India's four biggest cities, police said a man reported that his mother had been gang-raped and killed by a group of six men in a small town near the city on Saturday.

She was killed on her way home with her husband, a senior official said, and the attackers had thrown acid at the husband, raped and killed her, and dumped her body in a roadside pond.

Police declined to give any further details. One officer told Reuters no criminal investigation had yet been launched.

"MISOGYNY"

The leader of India's ruling Congress party, Sonia Gandhi, was seen arriving at the airport when the plane carrying the woman's body from Singapore landed and Prime Minister Mannmohan Singh's convoy was also there.

A Reuters correspondent saw family members who had been with her in Singapore take her body from the airport to their Delhi home in an ambulance with a police escort.

Her body was then taken to a crematorium and cremated. Media were kept away but a Reuters witness saw the woman's family, New Delhi's chief minister, Sheila Dikshit, and the junior home minister, R P N Singh, coming out of the crematorium.

The outcry over the attack caught the government off guard. It took a week for the prime minister to make a statement, infuriating many protesters. Last weekend they fought pitched battles with police.

Issues such as rape, dowry-related deaths and female infanticide rarely enter mainstream political discourse.

Analysts say the death of the woman dubbed "Amanat", an Urdu word meaning "treasure", by some Indian media could change that, though it is too early to say whether the protesters can sustain their momentum through to national elections due in 2014.

U.N. Secretary General Ban Ki-Moon added his voice to those demanding change, calling for "further steps and reforms to deter such crimes and bring perpetrators to justice".

Commentators and sociologists say the incident earlier this month has tapped into a deep well of frustration many Indians feel over what they see as weak governance and poor leadership on social issues.

Newspapers raised doubts about the commitment of both male politicians and the police to protecting women.

"Would the Indian political system and class have been so indifferent to the problem of sexual violence if half or even one-third of all legislators were women?" the Hindu newspaper asked.

The Indian Express said it was more complicated than realizing that the police force was understaffed and underpaid.

"It is geared towards dominating citizens rather than working for them, not to mention being open to influential interests," the newspaper said. "It reflects the misogyny around us, rather than actively fighting for the rights of citizens who happen to be female."

This sounds fun. :) What will the gameplay be like? Political maneuvering, sneak/thief like, assassinations, etc. And will every player be in a different castle?

DIM ? The Key in Preventing Estrogen-Generated Cancer in Both ...

Did you know for decades the FDA has allowed estrogens in your food?

Sure estrogens may preserve our food, kill insects and make farm animals grow big and fat incredibly fast. But these benefits are for the food producer but neglect your health the consumer.

In women, this excess amount of estrogen causes anxiety, worsens premenstrual symptoms and increases risks of endometriosis, uterine fibroids, ovarian cysts and breast cancer. It?s also responsible for the dramatic worsening of menopause symptoms in modern times.

For men, the excess amount of estrogen relentlessly signals their prostates to grow. It causes feminization, weakness and fatigue and worsens the loss of virility that occurs with age. It appears to be nature?s plan to gradually withdraw masculine capabilities as we grow old. But now men are living longer yet losing virility younger than ever. This combination of trends is creating a whole generation of ?avirile? tired old men. And some of them aren?t that old. The fast pace of this trend occurring in younger and younger guys is alarming.

If I look at the list of clients I saw last week, I?ll bet at least 10 had problems related to excess estrogen. For some the level was so high and the medical consequences so severe that prescription medications were necessary and those clients were referred to their primary physicians. (The pharmaceutical industry developed these medications to treat estrogen-dependent breast cancers.) But for most, I used a nutritional solution.

This nutritional solution is the same one I?ve been using for years, it?s safe and simple.

The first step to combat your involuntary dosing with estrogens is simply to eat more ?crucifers?. Crucifers are a group of vegetables including broccoli, Brussels?s sprouts, cauliflower and cabbage.

When you eat a vegetable like broccoli, your body breaks down the broccoli?s glucobrassicin into a compound called indole-3-carbinol (I3C). I3C plays an active role in flushing your body of cancer-causing chemicals. I3C is naturally broken down in your digestive tract to DIM (diindolylmethane). DIM is a key to prevent estrogen-generated cancers in men and women.

DIM clears rogue steroids into your urine. These steroids cause cancers to grow in both men and women. Breast, cervical, and prostate cancers all fit this scenario. We have known that these cancer cells grow slower in the presence of DIM for several years. Many animal and human studies have focused on breast, uterine, and cervical cancer. All have had positive results. Cancer cell growth slows down when introduced to DIM.

But the most impressive result is from a recent Journal of Biological Chemistry. University of California, Berkeley researchers discovered that when DIM was administered to prostate cancer cells, they stopped growing. And the cancer cells were reduced by 70%.

The most natural way to get DIM is through eating cruciferous vegetables. They have an abundance of I3C, vitamins, and other nutrients. Try to eat cruciferous vegetables at least daily. I find this easy to do if I plan my meals ahead of time.

You can also take DIM as a supplement. I usually start clients with a 100 mg DIM capsule. 2 capsules can provide the DIM equivalent to a pound of vegetables. DIM can be purchased at your local health food store or online.

The New Year is a 'New' Start For Better Health! |

?

We talk about food. We talk about less sugar, cutting the fat, improving cardio, taking that beta glucan and eating beta glucan-filled foods so that you live longer, healthier lives. But, what most people do not know, is that life and health is not all about food and exercise. And our friends at BetterWayHealth.com want to talk to you this holiday season about the benefits of ?drink,? so that when you reach for that glass on New Year?s Eve you will have absolutely nothing to feel guilty about.

What most people do not know in this age of constant exercise and constantly ?bashing? people about their weight ? and what and when 3D-BetterWay2they eat ? is that liquor is also something that allows people to live longer. When it comes to two categories ? abstainers and heavy drinkers ? we are talking about people who are leading their bodies toward heart attacks and strokes. BUT, a moderate drinker of alcoholic beverages (wine, beer and distilled spirits) is far less likely to suffer heart attacks, diabetes, arthritis, enlarged prostate, dementia, and several major cancers. This is not a new concept, by the way. This is something that even doctors will tell you, considering that alcoholic beverages help with tension, stress and even the easing of nerve endings and muscle pain. As long as you don?t overdo it ? this is a true health ?pleaser.?

Believe it or not, the medicinal properties of alcohol are mentioned everywhere throughout history; many books from various communities (including the ?Good Book?) talk about alcohol and how it cures. As early as the turn of the century there was evidence that moderate, controlled consumption decreased the risk of heart attack, not to mention huge evidence of other health benefits when it came to adding ?a drink? to daily life.

Reviews, studies, reports ? a great many things show a strong relationship between moderate alcohol consumption and the reduction in cardiovascular disease and coronary artery disease. Even the National Institute on Alcohol Abuse and Alcoholism (NIAAA) has reported that moderate drinkers have the greatest longevity. But they?re not the only ones who report this. Health benefits of moderate alcohol consumption have existed since one of the earliest scientific studies published in the Journal of the American Medical Association which appeared in 1904. And the World Health Organization (WHO) Technical Committee on Cardiovascular Disease also weighed in by saying that ?the relationship between moderate alcohol consumption and reduced death from heart disease can no longer be doubted.?

So?when the New Year comes along and the wine is flowing and the friends are smiling, what exactly is the best drink to add to the diet that will improve cardiovascular function and, perhaps, save you from heart disease?

There are no ?set? rules when it comes to the various alcohol categories, but the total calorie count has to be taken into consideration. Say you add one drink per day to your diet ? perhaps in the evening after the hard, fast job has come to an end and it is time to relax and do something for yourself! Generally speaking, a serving of wine has fewer calories than a serving of beer, which in turn has fewer calories than a serving of mixed drinks. Beer, as everyone knows, contains a great deal of carbs ? while most wines and liquors are low-carb categories. If you want to make the choice as simple as possible, go with a nice glass of wine or liquor. When we speak about liquor, however, we are NOT speaking about mixed drinks. In fact, doctor?s point out that when it comes to mixed drinks: ?It is the mixers, syrups, and sodas that get people into calorie trouble, because most drinks start with 1.5 ounces of distilled spirits that only have around 96 calories, but mixologists turn that into a beverage with hundreds of calories when special things are added.?

If calories are a concern, pick a drink that is served ?neat? and skip the extras completely. (A 1.5-ounce serving of vodka, gin, whiskey, etc., is roughly one hundred calories, which is online with a five-ounce serving of wine. Beer, of course, can cost you a little. Light beer can range from 90-100 calories per 12-ounce serving, whereas a regular beer is around 300 calories, which is a great deal to take in (even though this is still the number one choice for consumers.)

In essence, a glass of wine can provide you with all the health benefits you?re looking for, and when drinking liquor, just make sure it?s all by itself to give you better health. But if mixed drinks are your ?choice,? just make sure that you use mixers that are diet tonics, sodas and/or juices to keep them healthy. There?s always compromise when it comes to healthy/dietary foods, so drink is no different.

If you find yourself at that holiday party, just remember to have your drink then, perhaps, switch to a different, non-alcoholic drink, such as sparkling water with a squeeze of lime. This way, you can feel refreshed and not have to worry about any ?battle of the bulge? from over-consumption. If self-control is an issue (as it is most times with delicious foods), simply go for the lower-calorie and often more bland drinks. That way, cutting yourself off will be absolutely no problem whatsoever.

In the end, enjoy and celebrate the New Year ? AND also work at least one glass of wine (if possible) into the diet so that you can save your heart the stress and tension it receives from the everyday hectic life. But, above all, turn to BetterWayHealth.com in the New Year and get the advice, friendship and help YOU need to live a healthier life!

Happy Holidays!

Email Marketing: How To Market Effectively Without Becoming SPAM

Many have turned to marketing with email as part of their online business-building, but do not know exactly how to get started. There are several different avenues that can lead to email promoting success, and sorting through them all might seem confusing. Keep reading to learn more about marketing via email and set goals that correspond to your business.

Send birthday greetings to subscribers. Include a field for customers to opt in so they can receive a birthday wish. This helps customers feel like your business cares. To maximize the effect of this technique, send a coupon or discount code along with the automated message.

Try using different techniques when you are email marketing. Books are available in libraries and online. There are also many local workshops and classes that you can find in your area, so it would be to your benefit to attend what you can.

TIP! As an email marketer, is imperative that branding is consistent. Consistency is recognizable when dealing with every aspect of an email design.

Occasionally mix your format up to add personality. If you normally use HTML format for your email messages, use plain text format occasionally. When done judiciously, this can make your customer feel a personal connection to you and your products.

If someone wants to opt out, let them do so immediately. Subscribers might think that you aren?t acknowledging them if you are still sending them emails every day after they have opted-out.

Always have the customer?s permission before you send an email to them. When you email your customers without asking them, they may think you are a spammer and not read them. Also, you will lose your chance of reaching people later if they opt out of the list. If your internet service provider labels you as a spammer you may face additional penalties.

TIP! You need to get your customers? permission in order to send them any correspondence by email. If you don?t have permission, people will not trust you and you will build a bad reputation.

Know what your competition is doing with their own email marketing campaigns. Obtain an email address specifically for this purpose, and sign up for their lists, using it. By seeing what they?re doing, you will be able to make your emails better than theirs. You should always look for areas where they are lacking, and try to fill the void. For instance, you should always try to top their discounts.

Email Clients

Keep subject lines under 60 characters long. There are many email clients that shorten the subject to reach this length. Other email clients are not able to show anything that is longer than that. The truth is that most subscribers will only need to see something that short to decide whether they want to continue reading your message.

TIP! You will quickly lose customers if you are thought to be a spammer, so avoid this label at any cost. Essentially, everyone who has signed up for your email list will then get an email from you requesting that they confirm their subscription.

Include a coupon offer when you send follow-up emails to your clients. One way to do this is to include a link to a page on your site that displays the offer and details. You can also remind them of the money they will save with your coupons.

Make sure your title is attention grabbing. Make sure you remember that your subject line is the first content your customers will read when they see your email in their inbox, so make it memorable. This will boost the effectiveness of your campaign and increase profits.

The odds that your email subscribers will be reading your messages on a mobile device, such as a smartphone, are going up every day. Such devices have just a fraction of the resolution of a standard computer monitor, so your messages will look quite different. Learn about the constraints, and test your emails on phone screens.

TIP! If your opt-in gives you birthday data, always send celebratory messages. You can easily configure your system to send a message of celebration out on the appropriate day.

It can be difficult to figure out an approach to get started in marketing with email, and this prevents many business from taking advantage of this powerful tool. Internet marketing through email can be an essential component of a successful business strategy. Hopefully this article will help you to develop a strategy for your own highly successful e-mail marketing campaign today.

To Your Success,

Pet Chicken Alerts Couple To Fire In Wis. Home

ALMA CENTER, Wis. -- A Wisconsin couple says fire clucks, not fire trucks, helped them escape a blaze at their home.

Alma Center Fire Chief Jeff Gaede (GAY'-dee) says the couple's pet chicken woke them at about 6:15 a.m. Thursday. He says the smoke alarms didn't go off when the fire started in the attic of their attached garage.

He says the chicken and a cat also escaped, but another cat died.

Gaede says he's heard of dogs and cats alerting people to fires but he was amazed to hear about the chicken.

The fire destroyed the house. The cause is still being investigated.

Ms. Mac: 'Cute, Awkwardly Dressed'

She has freckles, a normal-sized head, wears t-shirts and jeans. She is also "awkwardly dressed" and "pretty cute." She is the average female Mac user, according to an infographic complied and released by software start-up BlueStacks.

The company, which makes software that allows Android apps to run on computers, just released a new version of its Mac app. Install the program and you can access Android apps right from Apple's OS X operating system - Angry Birds, Instagram, all your favorites.

But the company didn't want to just release the software. In honor of the announcement, it created an infographic based on data from its Facebook users about what Ms. Mac looks like.

According to the graphic, which you can view below, 27 percent of female Mac users have long hair, 48 percent wear glasses and 52 percent are under 20. Forty percent use Mac OS X Lion, 14 percent OS X Mountain Lion, 20 percent OS X Leopard, and 8 percent Snow Leopard.

However, you should take these findings with a grain of salt; they are based primarily on responses from BlueStacks' 1.1 million Facebook fans. Some of it is based on data from Nielsen, but BlueStacks confirmed that the majority of the information was pulled from its own users and its social media fans.

"We have a lot of early adopter fans who were into helping," BlueStacks VP of marketing, John Gargiulo, told ABC News. "We also hired a data scientist who has been parsing through the data and talking with people who use BlueStacks. We like to do things that are a bit fun and different."

BlueStacks created a similar infographic about Android users last year. Not surprisingly, 70 percent of male Android users wear t-shits and 62 percent wear jeans. (It's like that line from that '90s movie "Can't Hardly Wait": "He is sort of tall, with hair and wears t-shirts sometimes.")

(AP) ? The end game at hand, the White House and Senate leaders made a final stab at compromise Friday night to prevent middle-class tax increases from taking effect at the turn of the new year and possibly block sweeping spending cuts as well.

"I'm optimistic we may still be able to reach an agreement that can pass both houses in time," President Barack Obama said at the White House after meeting for more than an hour with top lawmakers from both houses.

Surprisingly, after weeks of postelection gridlock, Senate leaders sounded even more bullish.

The Republican leader, Sen. Mitch McConnell of Kentucky, said he was "hopeful and optimistic" of a deal that could be presented to rank-and-file lawmakers as early as Sunday, a little more than 24 hours before the year-end deadline.

Said Majority Leader Harry Reid: "I'm going to do everything I can" to prevent the tax increases and spending cuts that threaten to send the economy into recession. He cautioned, "Whatever we come up with is going to be imperfect."

House Speaker John Boehner, a Republican who has struggled recently with anti-tax rebels inside his own party, said through an aide he would await the results of the talks between the Senate and White House.

Under a timetable sketched by congressional aides, any agreement would first go to the Senate for a vote. The House would then be asked to assent, possibly as late as Jan. 2, the final full day before a new Congress takes office.

Officials said there was a general understanding that any agreement would block scheduled income tax increases for middle class earners while letting rates rise at upper income levels.

Democrats said Obama was sticking to his campaign call for increases above $250,000 in annual income, even though in recent negotiations he said he could accept $400,000.

The two sides also confronted a divide over estate taxes.

Obama favors a higher tax than is currently in effect, but one senior Republican, Sen. Jon Kyl of Arizona, said he's "totally dead set" against it. Speaking of fellow GOP lawmakers, he said they harbor more opposition to an increase in the estate tax than to letting taxes on income and investments rise at upper levels.

Also likely to be included in the negotiations are taxes on dividends and capital gains, both of which are scheduled to rise with the new year. Also the alternative minimum tax, which, if left unchanged, could hit an estimated 28 million households for the first time with an average increase of more than $3,000.

In addition, Obama and Democrats want to prevent the expiration of unemployment benefits for about 2 million long-term jobless men and women, and there is widespread sentiment in both parties to shelter doctors from a 27 percent cut in Medicare fees.

The White House has shown increased concern about a possible doubling of milk prices if a farm bill is not passed in the next few days, although it is not clear whether that issue, too, might be included in the talks.

One Republican who was briefed on the White House meeting said Boehner made it clear he would leave in place spending cuts scheduled to take effect unless alternative savings were included in any compromise to offset them. If he prevails, that would defer politically difficult decisions on curtailing government benefit programs like Medicare until 2013.

Success was far from guaranteed in an atmosphere of political mistrust ? even on a slimmed-down deal that postponed hard decisions about spending cuts into 2013 ? in a Capitol where lawmakers grumbled about the likelihood of spending the new year holiday working.

In a brief appearance in the White House briefing room, Obama referred to "dysfunction in Washington," and said the American public is "not going to have any patience for a politically self-inflicted wound to our economy. Not right now."

If there is no compromise, he said he expects Reid to put legislation on the floor to prevent tax increases on the middle class and extend unemployment benefits ? an implicit challenge to Republicans to dare to vote against what polls show is popular.

The president also booked a highly unusual appearance on Meet the Press for Sunday, yet another indication of his determination to retain the political high ground that came with his re-election.

The guest list for the White House meeting included Reid, McConnell, Boehner and House Democratic leader Nancy Pelosi, D-Calif.

The same group last met more than a month ago and emerged expressing optimism they could strike a deal that avoided the fiscal cliff. At that point, Boehner had already said he was willing to let tax revenues rise as part of an agreement, and the president and his Democratic allies said they were ready to accept spending cuts.

Since then, though, talks between Obama and Boehner faltered, the speaker struggled to control his rebellious rank and file, and Reid and McConnell sparred almost daily in speeches on the Senate floor. Through it all, Wall Street has paid close attention, and the meeting was still going on at the White House when stocks closed lower for the fifth day in a row.

The core issue is the same as it has been for more than a year, Obama's demand for tax rates to rise on upper incomes while remaining at current levels for most Americans. He made the proposal central to his successful campaign for re-election, when he said incomes above $200,000 for individuals and $250,000 for couples should rise to 39.6 percent from the current 35 percent.

Boehner refused for weeks to accept any rate increases, and simultaneously accused Obama of skimping on the spending cuts he would support as part of a balanced deal to reduce deficits, remove the threat of spending cuts and prevent the across-the-board tax cuts.

Last week, the Ohio Republican pivoted and presented a Plan B measure that would have let rates rise on million-dollar earners. That was well above Obama's latest offer, which called for a $400,000 threshold, but more than the speaker's rank and file were willing to accept.

Facing defeat, Boehner scrapped plans for a vote, leaving the economy on track for the cliff that political leaders in both parties had said they could avoid. In the aftermath, Democrats said they doubted any compromise was possible until Boehner has been elected to a second term as speaker when the new Congress convenes on Jan. 3.

Further compounding the year-end maneuvering, there are warnings that the price of milk could virtually double beginning next year.

Congressional officials said that under current law, the federal government is obligated to maintain prices so that fluid milk sells for about $20 per hundredweight. If the law lapses, the Department of Agriculture would be required to maintain a price closer to $36 of $38 per hundredweight, they said. It is unclear when price increases might be felt by consumers.

HP says gov't investigating troubled Autonomy unit

(AP) ? Hewlett-Packard says the Justice Department is investigating the business software unit Autonomy after the computer maker said the business engaged in improper accounting before HP bought it.

In a filing with the Securities and Exchange Commission late Thursday, HP said Justice officials had informed the company on Nov. 21 that they were opening an investigation. HP also said that it provided information to the SEC and the U.K. Serious Fraud Office related to "accounting improprieties, disclosure failures and misrepresentations at Autonomy."

Hewlett-Packard Co., which acquired Autonomy for $10 billion in 2011, took an $8.8 billion charge to reflect that the U.K. company isn't worth what it paid. HP says about $5 billion of that charge stemmed from improper accounting.

Autonomy founder Mike Lynch has said the allegations are false.

juned.ahmed: Online Radio ??? An Avatar Of Traditional Radio ...

Online radio is an innovation that has changed the way the world entertains and does business. Radio stations worldwide can be enjoyed over the internet. It also gives businesses? marketing strategy a new dimension.

With internet technology taking over the communication industry, traditional radio has taken a new avatar?radio on internet. Developers are now busy finding new and more efficient ways for integrating the radio to the internet. Radio streaming on the net has produced a number of audiences that conventional radio has never enjoyed before.

Radio on Internet: What It Is?

Audio stream is transmitted to listeners via a continuous stream over the World Wide Web. This enables users all across the world download radio software programs and listen to worldwide streaming of internet music stations, right in the comfort of their homes. This is different from podcasting as people are not required to download individual radio stations of their choice. The radio broadcasts streams freely sans any media device.

Radio on Internet: Entertainment Value

Online music stations are basically local music radio stations from different parts of the world. This enables you to listen to music according to your taste. The easy-to-use control panel, upon installation of the streaming software, enables users to quickly access worldwide radio stations with a clear reception. You can now find the radio station you prefer just by choosing either the particular region or the music genre. When you choose a region or music genre, you will get a list of radio stations broadcasting specifically on the genre.

Online radio music is also executable in a USB flash drive. The device allows the user to download the radio software straight to the flash drive. With this device, you can listen to your favorite programs anywhere in the world. The device is compact and can be easily carried, letting you entertain yourself anytime you want.

Radio on Internet: Business Value

Businesses can rope in radio on internet for their marketing strategy. They can partner with internet radio stations to promote their brand and message out to their consumers. Talk programs are the best way for creating a buzz about products. You can get experts or guests talking about the utility, benefits of your product, thus highlighting it.

Many online radio stations bear close resemblance to social media outlets. They invite the end users to comment or share what they think about related topics with the hosts and participants. This helps business managers to determine what the general public thinks about their products or services. After all, feedback carries great importance for every business. This feedback can be used for the betterment of the products.

Catchy infomercials are the key to captivate people on the internet. An intelligently produced commercial would drive people to the website or business, taking up the volumes in tandem. As the medium is not limited to any particular geographical or demographic region, advertising on internet radio would give the business an international audience base.

For enjoying radio on internet, you can use the services of several communications convergence technology providers. This would enhance your experience of online entertainment.

Communities Brace for Winter Weather | WPRI.com

PROVIDENCE, R.I. (WPRI) -- Many Southern New Englanders are traveling home after Christmas, and crews are now working to assure their safety as a winter storm hits the area.

According to Pinpoint Meteorologist Pete Mangione, a wintry mix of snow, sleet and rain will continue overnight.? Slick roads are possible, especially at the onset of the precipitation before it has a chance to change over. Most of the areas will make a quick change over to rain, which will continue into Thursday morning.? Highs winds are also likely late tonight through Thursday morning.

National Grid tells Eyewitness News they're closely monitoring the storm and are prepared to call in additional workers in the event of widespread outages or downed trees.

They also said their efforts are focused on the entire state, and not specifically on the areas hit hardest by Hurricane Sandy.

Similarly, public workers in areas such as Burrillville and Foster said they're not preparing any special treatment for the areas still cleaning up from Sandy's impact, and any new damage will be assessed after Wednesday night's storm passes. Although, they're still gearing up to take on whatever the storm brings.

"For this event we're mixing salt and sand in the background," said Burrillville DPW Director Jeff McCormick. "All the trucks are fueled up and ready to go."

Providence crews said they'll be working closely with National Grid to be alert of any downed trees or power lines.

"We're kind of cognizant of what may happen to downed tree limbs," said Providence DPW Acting Director Bill Bombard. "We have a skeleton crew on overnight that will be monitoring those conditions."

UPDATE: Wintry weather causing accidents across Rhode Island. One accident has already been reported in Johnston, and Rhode Island Police have responded to several others across the state.

Tigers roar back: Great news for big cats in key areas

Dec. 26, 2012 ? The Wildlife Conservation Society (WCS) has announced significant progress for tigers in three key landscapes across the big cat's range due to better law enforcement, protection of additional habitat, and strong government partnerships.

The successes are much-needed good news as tiger numbers worldwide continue to hover at all-time lows due to the combined threat of poaching, loss of prey, and habitat destruction. WCS estimates that only 3,200 tigers exist in the wild.

The news begins in southwestern India where WCS research and conservation efforts that began 25 years ago now show a major rebound of tigers in the Western Ghats region of Karnataka State. Over 600 individuals have been identified to date from camera trap photos during the last decade in this mountainous landscape. In Nagarahole and Bandipur National Parks, tigers have actually reached saturation levels, with surplus young tigers spilling out into forest-reserves and dispersing using secured forest corridors through a landscape that holds over a million human beings. The combination of strict government-led anti-poaching patrols, voluntary relocation of villages away from tiger habitats, and the vigilant local presence of WCS conservation partners watching over tigers has led to the rebound of big-cat populations and their prey. In newer tiger reserves including Bhadra and Kudremukh, numbers have increased by as much as 50 percent after years of neglect and chronic poaching were tackled.

In Thailand, WCS conservationists report a tiger comeback in Huai Kha Khaeng (HKK) Wildlife Sanctuary -- a 2,700 square kilometer (1,042 square mile) protected area in the vast Western Forest Complex. WCS has worked closely with Thai authorities to beef up enforcement and anti-poaching patrols in the region. Last year, a notorious poaching ring was busted, and this year the gang leaders were given prison sentences of up to five years -- the most severe punishments for wildlife poaching in Thailand's history. Since their capture, there have been no known tiger or elephant poaching incidents in the park. Tiger numbers have been rising steadily in the park since 2007, with a record 50-plus tigers counted last year.

Meanwhile in Russia, government officials are drafting a new law that will make transport, sales, and possession of endangered animals a criminal offense rather than just a civil crime. This will close a loophole that currently allows poachers to claim they found endangered species like tigers already dead and thus avoid stiffer criminal penalties for poaching.

Russia is making progress in creating additional protected areas for tigers, too, declaring a new corridor called Central Ussuri Wildlife Refuge on October 18. The new refuge acts as a linkage between the Sikhote-Alin tiger population in Russia, which is the main population of Amur tigers, and some of the best tiger habitat in China's Heilongjiang Province in the Wandashan Mountains. The creation of the new refuge ensures that tigers have the capacity to move across the international border between Russian and China in this region. WCS first identified this key corridor in 1999 after conducting joint wildlife surveys with Chinese and Russian scientists there. WCS President and CEO Cristi?n Samper said: "Tigers are clearly fighting for their very existence, but it's important to know that there is hope. Victories like these give us the resolve to continue to battle for these magnificent big cats. While the news about tigers has been bleak, these recent developments clearly show how smart strategies and strong partnerships are ensuring tigers are saved for centuries to come."

Storms, tornado threats for Christmas around US

NEW ORLEANS (AP) -- Freezing rain and sleet made for a sloppy Christmas morning trek in parts of the nation's midsection on Tuesday, while residents along the Gulf Coast braced for thunderstorms, high winds and tornadoes.

Icy roads already were blamed for a 21-vehicle pileup in Oklahoma, where authorities warned would-be travelers to stay home. Fog blanketed highways, including arteries in the Atlanta area where motorists slowed as a precaution. In New Mexico, drivers across the eastern plains had to fight through snow, ice and low visibility.

At least two tornadoes were reported in Texas, though only one building was damaged, according to the National Weather Service. More than 150 flights nationwide were canceled by midday, according to the flight tracker FlightAware.com. More than half were canceled by American Airlines and its regional affiliate, American Eagle.

American is headquartered and has its biggest hub at Dallas/Fort Worth International Airport.

Meanwhile, a blizzard watch was posted for parts of Indiana and western Kentucky for storms expected to unfold Tuesday amid predictions of up to 4 to 7 inches of snow in coming hours. Much of Oklahoma and Arkansas braced under a winter storm warning of an early mix of rain and sleet forecast to eventually turn to snow.

Some mountainous areas of Arkansas' Ozark Mountains could get up to 10 inches of snow, which would make travel "very hazardous or impossible" in the northern tier of the state from near whiteout conditions, the National Weather Service said.

Elsewhere, areas of east Texas and Louisiana braced for possible thunderstorms as forecasters eyed a developing storm front expected to spread across the Gulf Coast to the Florida Panhandle.

The holiday may conjure visions of snow and ice, but twisters this time of year are not unheard of. Ten storm systems in the last 50 years have spawned at least one Christmastime tornado with winds of 113 mph or more in the South, said Chris Vaccaro, a National Weather Service spokesman in Washington, via email.

The most lethal were the storms of Dec. 24-26, 1982, when 29 tornadoes in Oklahoma, Missouri, Arkansas, Tennessee and Mississippi killed three people and injured 32; and those of Dec. 24-25, 1964, when two people were killed and about 30 people injured by 14 tornadoes in seven states.

Quarter-sized hail reported early Tuesday in western Louisiana was expected to be just the start of a severe weather threat on the Gulf Coast, said meteorologist Mike Efferson at the weather service office in Slidell, La. Tornado watches were in effect across southeastern Texas and southern Louisiana.

Storms along the Gulf Coast could bring winds up to 70 mph, heavy rain, more large hail and dangerous lightning in Louisiana and Mississippi, Efferson said. Furthermore, warm, moist air colliding with a cold front could produce dangerous straight-line winds.

The storm was moving quickly and was expected to intensify as it headed into northeast Louisiana and Mississippi into the late afternoon and early evening, said Bill Adams at the weather service's Shreveport, La., office.

In Mississippi, Gov. Phil Bryant urged residents to have a plan for any severe weather.

"It only takes a few minutes, and it will help everyone have a safe Christmas," Bryant said.

In Alabama, the director of the Emergency Management Agency, Art Faulkner, said he has briefed both local officials and Gov. Robert Bentley on plans for dealing with a possible outbreak of storms.

No day is good for severe weather, but Faulkner said Christmas adds extra challenges because people are visiting unfamiliar areas and often thinking more of snow than possible twisters.

In California, after a brief reprieve across the northern half of the state on Monday, wet weather was expected to make another appearance on Christmas Day. Flooding and snarled holiday traffic were expected in Southern California.

Confirmed: Asteroid won't hit Earth in 2040

A new study confirms that a huge asteroid will pass harmlessly by Earth in 28 years.

New observations of the asteroid 2011 AG5 now give astronomers complete confidence that the 460?foot-wide (140-meter-wide) space rock won't hit Earth in the year 2040. When it was discovered last year, scientists said that 2011 AG5 had a 1-in-500 chance of impact with our planet.

Astronomers solidified the asteroid's harmless status during an observation campaign in October, using the Gemini North telescope in Hawaii. The finding added more support to a NASA study that came to a similar conclusion in June based on months of observations of asteroid 2011 AG5.

The researchers behind the latest study say the asteroid shouldn't get any closer than 550,000 miles (890,000 kilometers) ? about twice the distance between Earth and the moon.

"These were extremely difficult observations of a very faint object," the University of Hawaii's Richard Wainscoat, a member of the team of researchers monitoring 2011 AG5, said in a statement. "We were surprised by how easily the Gemini telescope was able to recover such a faint asteroid so low in the sky."

Just because it is a large asteroid doesn't mean it's easy to see, scientists said. Researchers used the Gemini North to photograph the asteroid three times in October.

NASA astronomers and other scientists regularly monitor the sky for asteroids that could pose a potential impact threat to Earth. About 9,000 such near-Earth asteroids have been discovered to date, though up to a million or more could exist, NASA scientists say.

Nearly 95 percent of the largest near-Earth asteroids, those larger than 1 kilometer (0.6 miles) in size, have been identified, NASA scientists say. The space agency's Asteroid Watch program to monitor nearby space rocks is based at the Jet Propulsion Laboratory in Pasadena, Calif.

Yes, we can fix Social Security (but it won't be pretty)

By Allison Linn, TODAY

The fiscal cliff negotiations are reviving the debate about that other financial elephant in the room: Social Security.

Under current government estimates, Social Security could face funding shortfalls in about two decades if nothing changes. That?s because the U.S. population is aging -- and generally living longer.

That sounds like a disheartening scenario for workers who are currently paying into Social Security and worry that they won?t get as much out of it once they retire. ?About half of the Americans polled by Pew Research Center earlier this year believe it?s not likely there will be enough money in Social Security and Medicare to maintain current benefit levels into the future.

But experts say there are ways to fix Social Security. Politicians just may not like trying to sell those changes to the American people.

It has happened before, though. In the mid-1980s, none other than President Ronald Reagan, working with Democrats in Congress, oversaw a major overhaul of the nation?s retirement safety net.

That?s something many say seems less likely these days.

?There are politicians ? and especially in the Senate but also in the House as well ? who could work together and come to an agreement,? said Alan Auerbach, a professor of law and economics at the University of California, Berkeley. ?But they?re not the majority of Congress.?

Experts say there are two ways to fix Social Security, and neither of them are pretty: reduce benefits or increase revenue.

Reduce benefits
One of the few parts of the fiscal cliff negotiations that President Barack Obama and House Speaker John Boehner seem willing to compromise on involves a change in the way Social Security increases are calculated going forward.?

The proposed switch to calculating cost of living increases using the chained Consumer Price Index instead of the current method would result in smaller annual Social Security raises. That?s because that method assumes that people change their spending habits when prices go up.

Proponents say the switch could save billions and is a more realistic method of how Americans really adjust to rising prices.

But opponents say the chained Consumer Price Index isn?t a good way to measure the needs of older and disabled Americans, because their expenditures are disproportionately focused on things like health care. A family of four may choose to eat more chicken if beef prices go up, but an elderly person can?t easily choose to spend less on heart medicine, they argue.

??It?s the biggest hit on the people that couldn?t take it,? said Dean Baker, an economist with the liberal-leaning Center for Economic and Policy Research who is opposed to the measure.

One of the longer-term options for reducing benefits is to simply tell people they have to wait longer to get their full benefits. By extending the age at which you can get full benefits, proponents argue that Social Security would be keeping up with trends toward longer life expectancies.

But opponents, including CEPR?s Dean Baker, say that a closer look at the data shows that the bulk of improvements in life expectancies have come from wealthier Americans. They say a broad-based increase in the age at which people can get benefits would punish less wealthy Americans, who haven?t seen such big life expectancy gains.

Andrew Biggs, resident scholar with the conservative-leaning American Enterprise Institute, argues that another option would be to dial down benefits for middle- and high-income people while maintaining the current system for the poorest Americans.

Biggs argues that if wealthy people are told to expect less Social Security, they have more leeway to prepare for it than poor people.

?If you cut my Social Security benefits I?m going to react by saving money and working longer,? he said. ?That?s good for the economy.?

Another option would be to reduce the Social Security benefits available to spouses. Some critics argue that?s growing outdated now that more women work and earn their own Social Security payments.

?It?s kind of a relic from a different era,? Baker said.

Increase revenue
Under the current rules, the maximum taxable earnings for Social Security in 2012 is about $110,000. Some argue that an easy fix would be to simply raise the cap on Social Security taxes to include higher wages.?

Baker, of CEPR, proposes raising the cap to around $190,000, reflecting the growing wealth at the top of the income scale. Raise it higher than that, he said, and wealthy earners will just start finding ways to dodge it.

But others say that it?s unlikely politicians will propose raising taxes on high earners?now, when many expect those taxpayers to already see increases as part of the fiscal cliff negotiations.

?The timing of it just seems kind of awkward,? Auerbach said.

Another option would be to add an across-the-board increase in payroll taxes that go toward Social Security. Although that would help solve the system?s future funding woes, experts say it?s also likely to be a hard sell in these tough times.

For one thing, Americans may?already be facing higher payroll taxes?in 2012. For the past two years, Americans have enjoyed a payroll tax holiday that reduced the amount of money they paid toward Social Security, but that could end in the coming year.

?I suspect that?s going to be a not very attractive option right now,? Auerbach said.

Politicians may be nervous about proposing any reform to Social Security that costs more or results in fewer benefits, but Americans seem to accept that some changes are needed.

About 66 percent of those polled by Pew Research Center said they would support raising payroll taxes on high-income earners, while 55 percent said they would support reducing benefits for high-income seniors.

Just 38 percent said they?d support raising the eligibility age.

How confident are you that you'll get Social Security benefits when you retire?

Health care tax hikes for 2013 may be just a start

WASHINGTON (AP) ? New taxes are coming Jan. 1 to help finance President Barack Obama's health care overhaul. Most people may not notice. But they will pay attention if Congress decides to start taxing employer-sponsored health insurance, one option in play if lawmakers can ever agree on a budget deal to reduce federal deficits.

The tax hikes already on the books, taking effect in 2013, fall mainly on people who make lots of money and on the health care industry. But about half of Americans benefit from the tax-free status of employer health insurance. Workers pay no income or payroll taxes on what their employer contributes for health insurance, and in most cases on their own share of premiums as well.

It's the single biggest tax break the government allows, outstripping the mortgage interest deduction, the deduction for charitable giving and other better-known benefits. If the value of job-based health insurance were taxed like regular income, it would raise nearly $150 billion in 2013, according to congressional estimates. By comparison, wiping away the mortgage interest deduction would bring in only about $90 billion.

"If you are looking to raise revenue to pay for tax reform, that is the biggest pot of money of all," said Martin Sullivan, chief economist with Tax Analysts, a nonpartisan publisher of tax information.

It's hard to see how lawmakers can avoid touching health insurance if they want to eliminate loopholes and curtail deductions so as to raise revenue and lower tax rates. Congress probably wouldn't do away with the health care tax break, but limit it in some form. Such limits could be keyed to the cost of a particular health insurance plan, the income level of taxpayers or a combination.

Many economists think some kind of limit would be a good thing because it would force consumers to watch costs, and that could help keep health care spending in check. Obama's health law took a tentative step toward limits by imposing a tax on high-value health insurance plans. But that doesn't start until 2018.

Next spring will be three years since Congress passed the health care overhaul but, because of a long phase-in, many of the taxes to finance the plan are only now coming into effect. Medicare spending cuts that help pay for covering the uninsured have started to take effect, but they also are staggered. The law's main benefit, coverage for 30 million uninsured people, will take a little longer. It doesn't start until Jan. 1, 2014.

The biggest tax hike from the health care law has a bit of mystery to it. The legislation calls it a "Medicare contribution," but none of the revenue will go to the Medicare trust fund. Instead, it's funneled into the government's general fund, which does pay the lion's share of Medicare outpatient and prescription costs, but also covers most other things the government does.

The new tax is a 3.8 percent levy on investment income that applies to individuals making more than $200,000 or married couples above $250,000. Projected to raise $123 billion from 2013-2019, it comes on top of other taxes on investment income. While it does apply to profits from home sales, the vast majority of sellers will not have to worry since another law allows individuals to shield up to $250,000 in gains on their home from taxation. (Married couples can exclude up to $500,000 in home sale gains.)

Investors have already been taking steps to avoid the tax, selling assets this year before it takes effect. The impact of the investment tax will be compounded if Obama and Republicans can't stave off the automatic tax increases coming next year if there's no budget agreement.

High earners will face another new tax under the health care law Jan. 1. It's an additional Medicare payroll tax of 0.9 percent on wage income above $200,000 for an individual or $250,000 for couples. This one does go to the Medicare trust fund.

Donald Marron, director of the nonpartisan Tax Policy Center, says the health care law's tax increases are medium-sized by historical standards. The center, a joint project of the Brookings Institution and the Urban Institute, provides in-depth analyses on tax issues.

They also foreshadow the current debate about raising taxes on people with high incomes. "These were an example of the president winning, and raising taxes on upper-income people," said Marron. "They are going to happen."

Other health care law tax increases taking effect Jan. 1:

? A 2.3 percent sales tax on medical devices used by hospitals and doctors. Industry is trying to delay or repeal the tax, saying it will lead to a loss of jobs. Several economists say manufacturers should be able to pass on most of the cost.

? A limit on the amount employees can contribute to tax-free flexible spending accounts for medical expenses. It's set at $2,500 for 2013, and indexed thereafter for inflation.
