Multi-county Central Texas online farm and ranch seminar offered ...

WACO ? A multi-county Central Texas program for farmers and ranchers conducted online by the Texas A&M AgriLife Extension Service is scheduled Dec. 13.

The District 8 Farm and Ranch Seminar will be offered at 12 AgriLife Extension county offices using online delivery, said Zach Davis, AgriLife Extension agent for Johnson County.

?This program will be presented through the Internet with live interactive streaming video to 12 locations across Central Texas,? he said. ?With the continued integration of technology into farming and ranching, we hope to showcase various uses available to producers such as using aerial mapping to develop brush control and herbicide use plans.?

The seminars will be broadcast in the following counties: ?Bell County (Temple); Comanche and Eastland (DeLeon); Ellis (Waxahachie); Erath, Hood and Somervell (Stephenville) Hamilton and Coryell (Hamilton), Hill (Hillsboro); Johnson and Bosque (Cleburne); Limestone (Groesbeck); McLennan (Waco); Navarro (Corsicana); Robertson, Falls, Leon and Milam (Franklin) and Williamson (Georgetown).

Private applicator license holders must obtain 15 hours of continuing education units every five years to renew/recertify their license, Davis said.

?These hours must be at least two hours of laws and regulations, two hours of integrated pest management, and any mix of these and general hours to equal the required 15 hours of continuing education units,? he said.

Licensed commercial and non-commercial applicators are required to recertify every year by obtaining five continuing education credits with one credit each from two of the following categories: laws and regulations, integrated pest management or drift minimization, according to Davis.

The seminar will provide participants with the opportunity to receive up to eight continuing education units: five hours general, one hour in drift minimization, one hour in integrated pest management, one hour in laws and regulations. Topics and speakers include:

My only relationship ever ended two months ago. We were together for more than five years, through our mid-20s. I had absolutely no idea the end was coming. We were best friends, we wanted the same things in life, we were making plans for the future, and he was talking about buying me jewelry literally the night before he told me he didn?t love me ?that way? anymore and maybe hadn?t for quite some time.

On the outside I?ve been holding it together pretty well from day one, taking his pictures off the walls, staying busy, spending time with my friends, trying and mostly succeeding to keep all the school-work-life balls up in the air. Inside, though, I?m still a wreck, and while we?ve cut off contact for now, not a day goes by that I don?t want to call him and see why we can?t try to fix what we had.

I?m doing everything I know how to do to move on, including seeing my therapist (for depression) more often, but even though the pain has lessened, it?s still a very real part of my day-to-day life. It?s been a long enough time now that it seems impolite to keep whining about it to my wonderful and patient friends. Shouldn?t this be better by now? It?s only been two months. You just got over the shock of the breakup and are finally beginning to process what happened. You need to have patience.

You mention your wonderful and patient friends, which is why I chose to run this letter. I?m impressed that you?re concerned about them and whether they?re annoyed by your constant sadness. That shows some serious empathy.

Your friends are supposed to listen to your breakup monologues ? that?s part of the job description ? but you should go out of your way to ask them at least three questions about their lives every time you see them. The question quota might seem silly, but it?s a good way to guarantee that you don?t alienate them while you?re going through this mess. It?ll also ensure that you?re getting a glimpse of the world outside of your head. Maybe you?ll hear a friend?s fun dating story and get excited about the prospect of meeting someone new. Or maybe you?ll just forget about your own pain for five minutes.

Your breakup is still so fresh. You need to just deal with it. But please stay on top of the friend thing and count to three with each of them.

You will recover from all of this, by the way. Just not yet.

Analysis: Obama, Boehner seek cliff talks leverage

WASHINGTON (AP) ? One month before the deadline, negotiations between President Barack Obama and Republicans to save the economy from a plunge over the fiscal cliff are still in the throat-clearing stage. Serious bargaining is on hold while the two sides vie for political leverage.

Deal or no deal, nothing is likely to become clear until far closer to the year-end deadline, when the lure of getting away for the holidays will sharpen the focus of negotiators.

"There's a stalemate. Let's not kid ourselves," House Speaker John Boehner, R-Ohio, said Friday, punctuating the end of a week of political theater by divided government. "Right now we're almost nowhere."

He spoke as Obama all but called Republicans heartless louts from a Charles Dickens story. Their failure to pass an extension of middle class tax cuts would amount to a Christmas "lump of coal" for millions, Obama said in Hatfield, Pa. "That's a Scrooge Christmas," added the recently-re-elected president, who claims a voters' mandate to extend existing tax cuts for all but upper incomes.

Boehner, too, claimed a mandate after voters renewed the House Republican majority on Nov. 6. But the speaker's political hand was weakened ? witness his postelection announcement that the GOP would put revenues on the bargaining table. His control seems to have eroded further in the weeks since, as a smattering of the GOP rank and file let it be known they could support the president's tax plan under the right circumstances.

"Rate increase, if the package includes significant entitlement reform that gets you to $4 to $6 trillion (in deficit savings) over 10 years, I would vote for that," a retiring Rep. Steve LaTourette, R-Ohio, told reporters on Friday.

Rep. Charles Bass made similar comments. "If it gets us past the fiscal cliff and the president is willing to consider meaningful savings in entitlements, it's a legitimate solution," said the New Hampshire lawmaker, who was defeated for re-election this fall.

Yet the speaker also made a little-noticed move this week to shore up his bargaining position.

He issued a statement noting that Senate Democrats are threatening to weaken the Republicans' ability to block legislation in their chamber in the new Congress that convenes in January.

"Any bill that reaches a Republican-led House based on Senate Democrats' heavy-handed power play would be dead on arrival," he warned.

In the talks to date, Democrats have declined to identify a single spending cut they are willing to support, while Republicans avoid specifics on revenue increases they would swallow.

Once each side moves beyond opening gambits, Republicans will have to decide whether they are willing to raise income tax rates on upper incomes, as Obama wants, or hold fast to closing loopholes as a means of producing increased tax revenue.

For their part, Democrats will decide how much savings to pull from benefit programs like Medicare, Medicaid and possibly Social Security without cutting guaranteed benefits, a line they vowed not to cross in earlier budget negotiations.

Obama's opening proposal, delivered to Boehner and other Republicans by Treasury Secretary Tim Geithner on Thursday, calls for $1.6 trillion in higher taxes over a decade, hundreds of billions of dollars in new spending, a possible extension of the temporary Social Security payroll tax cut and enhancing the president's power to raise the national debt limit.

The new federal revenue would include $950 billion generated by raising taxes on families with incomes over $250,000 and by closing certain tax loopholes by the end of this year, according to administration officials who described the offer Friday only on condition of anonymity. The remainder would be achieved through an overhaul of the tax system next year and would not become effective until 2014, said the officials, who were not authorized to provide the details by name.

Obama is seeking new spending to help the unemployed, homeowners whose property's value is less than their mortgage, doctors who treat Medicare patients and wage-earners.

In exchange, the president would back cuts of an unspecified amount this year, and savings of as much $400 billion from Medicare and other benefit programs in 2013.

The White House plan also counts about $1 trillion in spending cuts agreed to last year, as well as about $800 billion that the administration claims as savings because of the drawdown of troops from Iraq and Afghanistan.

Republicans said they were surprised at the plan, and Democrats wondered aloud why.

"Each side said they'd submit a down payment. We have. Our preference is revenue. What is theirs?" said Sen. Chuck Schumer, D-N.Y.

Republicans have an opening offer of their own, in line with their conservative anti-tax views, much as Obama's is designed to solidify his own political position. While agreeing to new revenue, GOP lawmakers want to extend expiring income tax cuts at all levels, including the top brackets. They also want to raise the age of eligibility for Medicare and curtail future cost-of-living adjustments for Social Security and other benefit programs. The same adjustment would raise revenue for the government by making a change in annual adjustments of tax brackets.

"We're the only ones with a balanced plan to protect the economy, protect American jobs and protect the middle class from the fiscal cliff," Boehner said on Friday.

That was a jab at Obama, who campaigned for re-election advocating a balanced approach to avoiding the fiscal cliff that combines higher taxes on the wealthy with spending cuts.

Said the president: "In Washington, nothing's easy, so there is going to be some prolonged negotiations."

Asia stocks up on hopes for a US budget deal

BANGKOK (AP) ? Signs that U.S. political leaders may be closing in on a budget deal to avoid the so-called "fiscal cliff" boosted Asian stock markets Thursday.

Comments by President Barack Obama and Speaker of the House John Boehner that a deal to avoid a budget crisis could be reached before year's end was enough to boost markets in the face of disappointing U.S. home sales, a critical indicator of whether the economy is improving.

Japan's Nikkei 225 index rose 0.7 percent to 9,377.91. Hong Kong's Hang Seng jumped 1.1 percent to 21,942.92 and South Korea's Kospi added 0.9 percent to 1,930.15. Australia's S&P/ASX 200 gained 0.6 percent to 4,473.70. Benchmarks in Singapore, Taiwan and mainland China also rose.

Obama and the U.S. Congress have until Jan. 1 to agree on how to trim the country's unwieldy deficit. Otherwise, a series of automatic tax increases and sharp spending cuts will take effect that could drag the world's No. 1 economy into recession. Obama said Wednesday he believes a "framework" for an agreement can be reached before Christmas.

"It's really a headline market at the moment. We'll probably continue to see headlines on the fiscal cliff supersede any economic data until it is resolved," said Stan Shamu of IG Markets in Melbourne. "The longer it stretches out, the more risk there is that it will cause further volatility in the markets. But for now, it seems markets are on the right track."

Among Japanese stocks, Nakayama Steel Works shot up 32.5 percent after a Nikkei business daily reported the company will seek restructuring and loan waivers from banks. Kobe Steel gained 4.2 percent. Export-dependent shares also rose, including Yamaha Motor Co., up 4.7 percent; and Honda Motor Co., up 2 percent.

Hong Kong-listed property shares also posted solid gains, including Evergrande Real Estate Group, which jumped 6.1 percent. China Resources Land advanced 3.5 percent.

Concern that the U.S. will go over the fiscal "cliff" has weighed on stocks since the Nov. 6 elections returned a divided government to power, with Obama staying in the White House and Republicans retaining control of the House of Representatives.

U.S. sales of new homes fell slightly in October, down 0.3 percent to a seasonally adjusted annual rate of 368,000. The government also said Tuesday that September sales were slower than initially reported.

In Europe, sentiment improved this week after Greece's bailout creditors agreed to pay its next installment of loans and outlined a series of measures to lower its debt load over the coming decade. Concerns remain, however, over the country's economy, which is expected to enter a sixth year of recession in 2013.

On Wall Street, the Dow Jones industrial average rose 0.8 percent to close at 12,985.11 on Wednesday. The Standard & Poor's 500 index rose 0.8 percent to close at 1,409.93. The Nasdaq composite rose 0.8 percent to 2,991.78.

Benchmark oil for January delivery was up 26 cents to $86.75 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 69 cents to close at $86.49 per barrel on the Nymex on Wednesday.

In currencies, the euro rose to $1.2950 from $1.2932 late Wednesday in New York. The dollar rose to 82.09 yen from 81.90 yen.

Homicide spreads like infectious disease

ScienceDaily (Nov. 29, 2012) ? Homicide moves through a city in a process similar to infectious disease, according to a new study that may give police a new tool in tracking and ultimately preventing murders.

Using Newark, N.J., as a pilot case, a team of Michigan State University researchers led by April Zeoli successfully applied public health tracking methods to the city's 2,366 homicides between 1982 and 2008. They found the killings were not randomly located but instead followed a pattern, evolving from the city's center and moving southward and westward over time.

Like a flu bug that spreads to susceptible groups such as children and the elderly, homicide clusters in Newark -- often fueled by gangs and guns -- spread to areas consisting largely of poor and minority residents. Over time, the concentration of homicides effectively disappeared from one area and settled in another.

"By using the principles of infectious disease control, we may be able to predict the spread of homicide and reduce the incidence of this crime," said Zeoli, public health researcher in MSU's School of Criminal Justice.

The study is one of the first to use analytic software from the field of medical geography to track long-term homicide trends. Zeoli said the method can be done in real time which would allow police to identify emerging hotspots.

The researchers also identified areas of Newark that had no homicide clusters during the 26-year time frame of the study, despite being surrounded by deadly violence.

"If we could discover why some of those communities are resistant," Zeoli said, "we could work on increasing the resistance of our communities that are more susceptible to homicide."

Joining Zeoli on the study were criminal justice researchers Jesenia Pizarro and Christopher Melde and medical geographer Sue Grady.

The study is published in Justice Quarterly, a research journal.

'Sonar Vision' system touted by researchers to help the blind hear what they can't see

Scientists from the Hebrew University of Jerusalem have developed a prototype system that could one day aid the congenitally blind by converting video into auditory cues. The "Sonar Vision" works in a similar way to a bat's echolocation system, but instead of chirping, uses a video camera embedded in a pair of glasses. A laptop or smartphone then converts the images into sound, which is transmitted to a headset. After 70 hours or so of training, that allowed users to identify objects like faces or houses, position objects in space and even identify individual letters. Surprisingly, researchers also found that after only several hours using the device, regions of the cerebral cortex dedicated to sight became activated for the first time in the congenitally sightless. That could possibly let doctors "wake up" regions of the brain never before used, according to the team, "even after a lifetime of blindness."

(AP) ? The historic Powerball jackpot boosted to $500 million on Tuesday was all part of a plan lottery officials put in place early this year to build jackpots faster, drive sales and generate more money for states that run the game.

Their plan appears to be working.

Powerball tickets doubled in price in January to $2, and while the number of tickets sold initially dropped, sales revenue has increased by about 35 percent over 2011.

Sales for Powerball reached a record $3.96 billion in fiscal 2012 and are expected to reach $5 billion this year, said Chuck Strutt, executive director of the Des Moines, Iowa-based Multi-State Lottery Association, the group that runs the Powerball game.

There has been no Powerball winner since Oct. 6, and the jackpot already has reached a record level for the game. It was first posted at $425 million but revised upward to $500 million when brisk sales increased the payout. It's the second highest jackpot in lottery history, behind only the $656 million Mega Millions prize in March.

It took nine weeks for the Mega Millions jackpot to get that high, before three winners ? from Kansas, Illinois and Maryland ? hit the right numbers, each collecting $218.6 million for their share of the split.

With soaring jackpots come soaring sales, and for the states playing the game, that means higher revenue.

"The purpose for the lottery is to generate revenue for the respective states and their beneficiary programs," said Norm Lingle, chairman of the Powerball Game Group. "High jackpots certainly help the lottery achieve those goals."

Of the $2 cost of a Powerball ticket, $1 goes to the prizes and the other dollar is kept by the state lottery organization, said Lingle, who also is executive director of the South Dakota Lottery. After administrative overhead is paid, the remaining amount goes to that state's beneficiary programs.

Some states designate specific expenditures such as education, while others deposit the money in their general fund to help supplement tax revenue.

The federal government keeps 25 percent of the jackpot for federal taxes.

Most states withhold between 5 percent and 7 percent. There's no withholding in states without a state income tax such as Delaware, Pennsylvania, South Dakota, and Texas. A New York City winner would pay more than 12 percent since the state takes 8.97 percent and the city keeps 3.6 percent.

Powerball and Mega Millions games are seeing jackpots grow faster and higher in part because the states that play both games agreed in 2010 to sell to one another.

Both games are now played in 42 states, Washington, D.C., and the Virgin Islands. The larger pool of players means jackpots roll over to higher numbers faster, which tends to increase the buzz about the jackpots which increases sales. It all can result in higher jackpots sooner.

"It really happened with both of these games became national games," said Terry Rich, CEO of the Iowa Lottery.

Still, just seven of the top 25 jackpots occurred after January 2010 when the cross-selling began. That just points to the unpredictability of games of chance like lotteries. It still comes down to the luck of the numbers, Rich said.

It has been proven that once the jackpot reaches a certain threshold more players buy.

The Quick Shop in Ottumwa, Iowa, is one of the state's highest-volume lottery ticket sellers due to its location across the street from a John Deere farm implement factory.

"It's picking up by the minute," said store owner Mark Ebelsheiser. "We're selling probably 60 to 70 percent more than normal. When it gets up this high they really come out and get them."

Bob Allison, a retired Indian Hills Community College instructor and administrator, buys tickets weekly for a group of people at the college in Ottumwa. On Tuesday he and two golfing and fishing buddies went in together to buy additional tickets. Allison said he usually buys a few additional tickets when the jackpot gets so high.

He said he'd make a lot of people very happy if he won.

"My kids would probably retire quick," said the father of three daughters.

Between $20 and $30 million in tickets were sold between Wednesday and Saturday drawings for most of October. Once the jackpot hit $100 million on Oct. 27, nearly $38 million worth of tickets were sold by Oct. 31. As the jackpot grew to more than $200 million on Nov. 17, sales surged by nearly $70 million by the next Wednesday. Then the jackpot reached over $300 million on Nov. 24 and ticket sales over the next four days surpassed $140 million.

"Somewhere around $100 million those occasional players seem to come back into the stores in droves," said Rich, the Iowa Lottery CEO. The lottery also notices a significant increase in workers and other groups joining together in pools to combine resources to buy numbers, he said.

Trina Small, manager at the convenience store in Bondurant, Iowa, where a couple bought a $202 million ticket on Sept. 26, said sales have been heavy. She said Monday night Powerball sales were at about $800, at least $200 more than normal. She expects Tuesday and Wednesday sales to be even more.

"It's kind of like Black Friday all over again," she said.

Small doesn't usually play the lottery herself but said she may buy a chance at the record jackpot. She's just trying to decide if her chances are better buying it elsewhere since a jackpot ticket was sold at her store just two months ago ? the old adage about lightning striking twice.

"The odds are against you anyway but I'm pretty sure they're more against you getting one from this store," she joked.

Powerball has posted sales exceeding $714 million in the current jackpot run since early October and it's possible more than $1 billion in tickets will have been sold by the end of Wednesday when the next drawing is held.

A single winner choosing the cash option would take home more than $327 million before taxes.

Strutt said the chance of getting a winner this Wednesday is approaching 60 percent.

Robust sales and stable listing activity have combined to result in months of housing inventory dropping to less than 7 months across central Indiana. The October Monthly Indicators Report of BLC? listing service data released by MIBOR today reveals closed sales for the three months ending in October are up 18.0 percent. In October only numbers, closed sales increased 33.0 percent. Pending sales are equally strong, up 18.5 percent for the three-month comparison and up 31.2 percent in October.

New Listings in central Indiana increased 4.4 percent in October, but dipped less than one percent for the three months ending in October. This lessening listing activity coupled with strong sales have brought inventory to 6.8 months for October and 7.3 months for the three month period ending in October.

Prices are stable. The Median Sales Price increased 1.9 percent to $128,750 for the three months ending in October. Averages Sales Price dipped by 0.2. percent in the three-month comparison and 1.2 percent for October alone.

Model sheds light on chemistry that sparked origin of life

ScienceDaily (Nov. 26, 2012) ? The question of how life began on a molecular level has been a longstanding problem in science. However, recent mathematical research sheds light on a possible mechanism by which life may have gotten a foothold in the chemical soup that existed on the early Earth.

Researchers have proposed several competing theories for how life on Earth could have gotten its start, even before the first genes or living cells came to be. Despite differences between various proposed scenarios, one theme they all have in common is a network of molecules that have the ability to work together to jumpstart and speed up their own replication -- two necessary ingredients for life. However, many researchers find it hard to imagine how such a molecular network could have formed spontaneously -- with no precursors -- from the chemical environment of early Earth.

"Some say it's equivalent to a tornado blowing through a junkyard and assembling the random pieces of metal and plastic into a Boeing 747," said co-author Wim Hordijk, a visiting scientist at the National Evolutionary Synthesis Center in Durham, North Carolina, and a participant in an astrobiology meeting held there last year.

In a previous study published in 2004, Hordijk and colleague Mike Steel of the University of Canterbury in New Zealand used a mathematical model of simple chemical reactions to show that such networks might form more easily than many researchers thought. Indeed, biochemists have recently created such networks in the lab.

In a new study published this year, Hordijk, Steel, and colleague Stuart Kauffman of the University of Vermont analyzed the structure of the networks in their mathematical models and found a plausible mechanism by which they could have evolved to produce the building blocks of life we know today, such as cell membranes or nucleic acids.

"It turns out that if you look at the structure of the networks of molecules [in our models], very often they're composed of smaller subsets of molecules with the same self-perpetuating capabilities," Hordijk explained.

By combining, splitting, and recombining to form new types of networks from their own subunits, the models indicate that these subsets of molecules could give rise to increasingly large and complex networks of chemical reactions, and, presumably, life.

"These results could have major consequences for how we think life may have originated from pure chemistry," Hordijk writes.

The study will appear in the December 2012 print issue of the journal Acta Biotheoretica.

4 Ugandan bombing suspects claim FBI abused them

NAIROBI, Kenya (AP) ? Four terror suspects charged with killing 76 people watching the World Cup soccer final in 2010 on TV in Uganda claimed they were physically abused during interrogations by United States FBI agents, an international rights organization said in a report released on Tuesday.

The suspects said men who identified themselves as FBI agents beat them up during questioning between 2010 and 2011 in the East African country, the Open Society Justice Initiative said in its report.

Hijar Nyamandondo, who is from Tanzania, alleged that an interrogator hit him in the eye, causing his glasses to break, his eye to bleed, and making him collapse on the ground. Nyamandondo also said that when he attempted to stand up a Ugandan official in the room punched him in the chest, causing him to fall back down

Human rights groups say Kenya and Tanzania circumvented their extradition laws to illegally deport suspects to Uganda where they could be interrogated at length by local and foreign agents without scrutiny. Uganda has been criticized internationally for abuses of human rights by its security forces.

There was no immediate response from the U.S. embassy in Kenya over the allegations.

Omar Awadh Omar, who is Kenyan, said he was punched and slapped" by men who said they were FBI agents.

Omar, who is among six people blacklisted earlier this year by the Obama administration for providing material support to an al-Qaida affiliated terror group, also provided the name of an alleged U.S. "security officer" who struck him in the knee with a hard object, the report said.

Another Kenyan suspect Yahya Suleiman Mbuthia alleged that during his first interrogation a blue-eyed man who identified himself as an FBI officer, "cocked his gun as if he were going to shoot me, saying that there was a bullet inside with my name on it." Mbuthia also alleged that an FBI officer standing behind him hit him on the back of the head with his fist.

Hussein Hassan Agade from Kenya gave the name of a man who he said introduced himself as an FBI official and kicked him in the abdomen, grabbed him hard by the neck, and threatened to send him to Guantanamo Bay, the report said.

The four men who claim they were abused are among a group of 14 illegally transferred to Uganda without extradition proceedings through the courts in a practice that is known as rendition. Two of the suspects have since been released, according to the report.

The report said the U.S. Department of Justice confirmed that assistance in response to the bombings came not only from FBI agents, but also from New York Police Department or NYPD detectives attached to the New York Joint Terrorism Task Force (JTTF). The Department of Justice also reported that since August 2010, U.S. government trial attorneys and JTTF personnel, "at the request of Ugandan law enforcement, travelled to Uganda and provided assistance to the Ugandan investigators and prosecutors."

The four suspects claiming to have been abused were arrested on different dates following the July 11 attack that killed 76 people as large crowds watched the World Cup final on TV in Uganda's capital city Kampala. An American was among those killed.

Al-Shabab, a Somali group affiliated with al-Qaida, claimed responsibility for the attacks and said it targeted Uganda because Ugandan troops belonging to an African Union peacekeeping force in Somalia have killed Somali civilians.

The Open Society Justice Initiative asked that the U.S. government publicly release information about its response to the allegations. It also said that an investigation should take place, if it hasn't already.

The report said that "Rules, regulations, and procedures should prohibit officials from cooperating with foreign government units that commit gross violations of human rights, and from facilitating any such violations by foreign government units."

Apollo to buy McGraw-Hill education unit for $2.5 billion

(Reuters) - McGraw-Hill Companies Inc said it will sell its educational publishing unit to Apollo Global Management LLC for $2.5 billion.

McGraw-Hill expects to record a non-cash impairment charge of about $450 to $550 million in the fourth quarter.

McGraw-Hill said it will realize $1.9 billion of proceeds from the deal, after taxes and certain adjustments, and will use the money to buy back its shares, make "selective tuck-in acquisitions" for its portfolio of financial services businesses and repay short-term borrowings.

McGraw-Hill owns Standard & Poor's credit rating service, Capital IQ tools for financial analysis and commodity market information services company Platts.

The company announced in September 2011 that it would separate the education and financial services businesses as part of a stepped-up push to increase returns to shareholders. The restructuring plan was announced after institutional investors argued publicly that the company would be worth more if split up.

Like other publishers, the education business has been under pressure to adapt its content to digital delivery. While such transformations hold the potential to ultimately reduce costs, they are also requiring massive changes in what employees do and how products are sold.

McGraw-Hill originally discussed spinning off ownership of the education business to its shareholders. However, after reducing staff in the education business and doing much of the work to legally divide the company, the board considered bids from private equity firms to buy it outright.

Black Monday: Feds shut down 130 counterfeit websites

During the biggest online shopping day of the year with consumers estimated to spend $1.5 billion, federal officials teamed up with European law enforcement agencies to shut down over 130 websites hawking illegal counterfeit items on the internet.

Project Cyber Monday 3 marks the third year in a row that U.S. Immigration and Customs Enforcement (ICE) has shut down the websites selling counterfeit goods.

"Everything from Ergobaby carriers to New Era hats, Nike sneakers, Tiffany jewelry, Oakley sunglasses and NFL jerseys, just to name a few. Even counterfeit Adobe software was for sale," ICE Director John Morton said during a conference call with reporters.

ICE's The National Intellectual Property Rights Coordination Center and Homeland Security Investigations partnered with EUROPOL, the European Union's law enforcement agency, to take down the 101 websites on U.S. internet servers and 31 websites with European domain names.

"Counterfeit Hermes purses, Christian Louboutin shoes and various Nike apparel, all of it fake, all of it substandard," Morton said about the quality of the knock-off items.

According to figures from the Commerce Department intellectual property (IP) theft costs U.S. industries an estimated $200 billion to $250 billion annually.

"When IP rights are violated, jobs are lost, businesses are stolen and ultimately consumers are cheated. Remember, counterfeiters care about making money and only about making money. They don't pay health care. They don't pay pensions. They don't pay taxes. They don't care about the people that work for them and they don't, frankly, care about the consumers who purchase the products," Morton said.

ICE obtained court orders to shut the websites down after investigators purchased items from the websites and verified that the items were knock-offs. No arrests were announced as part of the cyber-Monday crackdown but Morton said the cases were ongoing and could lead to prosecutions.

Along with the website seizures ICE has also worked with PayPal to attempt to seize funds associated with the websites selling the counterfeit goods. Officials will not reveal how many PayPal accounts have been seized citing the ongoing investigation but noted that accounts in excess of $175,000 have been targeted. ICE officials noted that unsuspecting consumers may not only be buying fake items, but that they are providing credit card and other financial information to fraudsters.

Fire breaks out at State Department, four injured

WASHINGTON (Reuters) - A fire broke out during routine maintenance at the U.S. State Department on Saturday, injuring four maintenance workers, officials said.

The fire began inside ductwork on the building's eighth floor at about 11 a.m. (1600 GMT) as workers were replacing insulation, State Department and fire officials said.

Workers doused the fire with hand-held extinguishers before fire department personnel arrived, District of Columbia Battalion Chief Edward Mills said.

Mills, who was one of the first responders to the scene, told Reuters TV the cause of the fire remained under investigation but did not immediately appear suspicious.

As firefighters tackled the fire, State Department personnel were evacuated to a nearby facility, where around-the-clock operations continued, spokeswoman Victoria Nuland said.

"The fire was quickly extinguished and the main building has been reopened for normal weekend operations," Nuland said in a statement.

The firefighters' association Facebook page said three of the injured were taken to Medstar Georgetown University Hospital. A hospital spokeswoman could not immediately provide details about the conditions of the injured.

Washington Fire and EMS spokesman Lon Walls said the injured were all maintenance workers, and that one suffered serious injuries, according to the Washington Post. Walls did not immediately return a call for comment.

Many offhand death threats against President Obama, including several by US police, are leading to public scrutiny and concern ? even if they are not leading to legal action.

The political polarization of the country, together with rising use of the Internet to make ?general? threats against the president, has lead to heightened anxiety in some quarters.???

?With all the super-heated emotions? around the election, all ?this kind of talk just fans the flames of these sorts of emotions ? that?s my concern,? a law enforcement official told Homeland Security Today in response to recent threats.?

In the final weeks of Election 2012, a whirlwind of anonymous online threats emerged against both President Obama and GOP candidate Mitt Romney. But Mr. Koivisto?s early retirement marks at least the third time in the past six months that the Secret Service looked into police officers making threats against the president. In all cases, the threats did not meet the legal standard of a ?true threat,? and no charges were filed. But in all three, the comments led to employment termination.?

In Richmond, Va., two officers were fired for comments made before an event that included the president and first lady. One said: ?You can take a couple of shots. You might have to kill yourself, but you can take a couple of shots,? to which another added, ?Yeah, somebody should plant a bomb underneath the stage while they?re on there and blow it up.??

In Washington, another police officer was fired this summer for joking about shooting first lady Michelle Obama. "There's no room for jokes or frivolity when you're dealing with the first family," DC Mayor Vincent Gray said at the time.?

In Koivisto?s case, he admitted to telling colleagues after the election that, ?If an order was given to kill Obama or something, then I wouldn?t mind being the guy.? He also told investigators that he would not be concerned if a nuclear bomb hit the Northeast and ?killed them all,? since he perceived most of them as Obama supporters.??

?That?s not saying I?m going to do it or would do it, and that?s never going to happen,? he told colleagues, who nevertheless were concerned enough to report the statements.?

The election of Obama as America?s first black president raised particular concerns about the possibility of assassination attempts. Since 2007, the Secret Service has disrupted several assassination conspiracies ? including some involving white nationalists ? and arrested dozens of people who have made less-than-idle threats against the president.??

While the Secret Service saw a spike in death threats in 2008 and again in 2012, the total number of daily threats against Obama is for the most part similar to those against his predecessor, George W. Bush, and has occasionally dipped significantly lower, according to reports from the Secret Service.?

The Wellcome Trust awarded ?4.4 million to the Mitochondrial Research Group at Newcastle University to establish a world-leading centre dedicated to the biology of mitochondria in health and disease. This Centre brings together ground-breaking laboratory studies with clinical research to understand the fundamental mechanisms and genetics of mitochondrial function with a long term view of improving the lives of patients with mitochondrial disease.

Mitochondrial dysfunction can cause multisystem disease and yet our understanding of the fundamental mechanisms governing gene expression remains rudimentary. This 4 year MRes/PhD scholarship will investigate the basic biology, genetics and clinical problems to explore the molecular aetiology of mitochondrial gene expression defects. The successful student will use a range of molecular/cell biological tools to investigate the functional effect of candidate proteins identified by next-generation sequencing studies of well-characterised patient cohorts. This project will be supervised by Professors R.N. Lightowlers, Z.M.A. Chrzanowska-Lightowlers and R.W. Taylor.

Value of the Award and Eligibility
The award covers tuition fees at the UK/EU rate and an annual stipend in line with Research Council rate (currently ?13,590). International students are eligible to apply but the award will only cover the tuition fees at the UK/EU rate.
